If an external application (e.g., an antivirus utility) on your computer has a file lock applied to content in the game (i.e., game files) or the user simply does not have permission to write to the install location of the game, Steam will be unable to complete the update and will present the message Content File Locked until the issue is resolved.
Possible suggestions for resolution
- Restart Steam and/or your machine.
- Reset your network adapter: From a command prompt enter netsh winsock reset and restart your machine.
- Try adjusting settings for third-party applications, such as antivirus software.
- Reinstall Hob.
If you are still experiencing a problem after running through some of these suggestions, we recommend contacting Steam's support for further assistance with this issue. Unfortunately, this issue occurs when the Steam client is attempting to perform an update function and falls outside of our ability to adequetely troubleshoot and diagnose the cause of the issue.
